What makes Toronto different
Toronto's ceiling story is really the story of the post-war boroughs. The former cities of Etobicoke, North York, Scarborough and East York were built out at enormous speed from the 1940s through the 1970s, and sprayed popcorn and stipple textures were the standard finish across that entire wave of bungalows, side-splits and two-storey homes. The older pre-war streets closer to the core carry plaster ceilings that frequently received texture during mid-century renovations, which puts them in exactly the same category.
The 1980 dividing line matters as much in Toronto as anywhere in Ontario: ceiling texture applied before then can contain chrysotile asbestos, and Ontario Regulation 278/05 requires testing before that material is disturbed. Given how much of Toronto's low-rise stock predates 1980, testing is the normal first step here, not an edge case.
