Before dust-generating work starts, we recommend asbestos testing if your ceiling texture was applied before the mid-1980s, since chrysotile asbestos was commonly mixed into texture through the 1970s into that period. Ontario Regulation 278/05 requires testing before disturbing suspect material, but removal isn't mandated by law and the Ontario Building Code doesn't regulate popcorn ceilings.
