The "3-5-7 rule" is a sampling guideline, not an Ontario law. It comes from US EPA (AHERA) practice for surfacing material like textured ceilings: 3 samples for under 1,000 sqft, 5 samples for 1,000 to 5,000 sqft, and 7 samples for over 5,000 sqft.

Ontario Regulation 278/05 does not set that sample count. It requires testing before you disturb suspect material. Removal itself is not mandated, and the Ontario Building Code does not regulate popcorn ceilings.
