No, skim coating an existing popcorn ceiling (without removal) is actually more expensive than full removal because it requires extra prep, bonding coats, and skilled labour to hide the texture underneath, while feathering it smooth. Skim coat over existing texture runs $8.50/sqft, compared to $4.50/sqft all-inclusive for full popcorn removal (which includes removal, 2 skim coats, primer, and 2 coats of paint). If your ceiling is already painted, removal-and-refinish runs $6.50/sqft for latex or $7.50/sqft for oil-base paint.
