Is it safe to skim coat over a popcorn ceiling in a Waterloo house built before 1980?

Not until the ceiling is tested. Houses in Uptown Waterloo, Beechwood, Westmount and Laurelwood built pre-1980 or before the mid-1980s are the ones most likely to contain asbestos in popcorn texture. Covering it does not make it harmless, because prep can disturb it. Test first ($300-$500). If negative, a skim coat over texture is $8.50/sqft, so 400 sqft is 400 x $8.50 = $3,400.
