Is it better to skim coat or remove popcorn ceiling?

Removing the popcorn ceiling is almost always the better choice over skim coating on top of it. Skim coating directly over existing texture without removing it costs $8.50 per square foot, more than full removal. Removing an unpainted popcorn ceiling costs $4.50 per square foot all-inclusive (removal, two skim coats, primer, two coats of paint). Painted ceilings run $6.50 per square foot for latex or $7.50 per square foot for oil-based paint. A plain skim coat with no popcorn present costs $2.50 per square foot for skim only, or $3.50 per square foot full service.

Popcorn texture applied before the mid-1980s may contain asbestos. Ontario Regulation 278/05 requires testing before disturbing suspect material, though removal itself is not legally mandated and the Ontario Building Code does not regulate popcorn ceilings. We coordinate testing at cost, $300 to $500, with no markup, though we do not perform licensed asbestos abatement ourselves.
