Removing an unpainted popcorn ceiling costs $4.50 per square foot all-inclusive (removal, two skim coats, primer, two coats of paint). Painted ceilings run $6.50 per square foot for latex or $7.50 per square foot for oil-based paint. A plain skim coat with no popcorn present costs $2.50 per square foot for skim only, or $3.50 per square foot full service.

Popcorn texture applied before the mid-1980s may contain asbestos. Ontario Regulation 278/05 requires testing before disturbing suspect material, though removal itself is not legally mandated and the Ontario Building Code does not regulate popcorn ceilings.
